How is a complaint handled

An authority handles a complaint as specified in the law. They get the information they need, ask the authority you complained about to give their report and talk to the person who submitted the complaint if necessary. Based on the information the authority has collected, they decide if the authority you complained about has done something wrong. The authority also has the power not to handle a complaint.
