You must report offences to the police. The prosecutor will decide whether to press charges after reviewing the pre-trial investigation material. Courts deal with criminal and civil cases. They are independent and they are only obliged to act in accordance with the law. You can appeal against a decision of a district court to a court of appeal. Courts do not provide advice in matters concerning legal aid. Private law firms offer services on a commercial basis.
