Acting on behalf of a person

At present, only a few e-services allow acting on behalf of a person if they do not have a Finnish personal identity code. Even if a foreign individual has taken the Finnish Authenticator application into use and granted you Suomi.fi mandates, it is only possible to act on their behalf in these few e-services. 

The e-services that allow acting on behalf of someone are intended for fairly limited use and small target groups. Therefore, acting on behalf of a foreign individual is not possible, for example, in OmaKanta or MyTax, if the person does not have a Finnish personal identity code. 

If you want to check whether it is possible to act on behalf of a foreign individual without a personal identity code in a specific e-service, please refer to the instructions provided by that e-service. 

You can get the right to act on behalf of another person in three ways:

• You may already have the right to act on behalf of another person on the basis of a role that you have (for example, a child’s guardian).
• Another person may grant you a mandate at https://www.suomi.fi/e-authorizations.
• Another person may grant you a mandate with someone’s assistance if the person is unable to use electronic services.

The Suomi.fi activity history lists who has used your mandate on your behalf and in which e-service they have used it.

If the mandate has been granted to an organisation, the activity history will list the name of the organisation that acted on your behalf. If you would like more detailed information on the use of a service, please contact the e-service which was used.
