As an informal carer for a loved one

Changes in the situation of informal carer or care recipient

Changes in health

Notify your employee at the wellbeing services county (or the City of Helsinki) immediately if 

  • the health of your loved one receiving care improves or deteriorates in a way that affects the legal validity of the care
  • your health deteriorates in a way that makes it impossible to continue providing care to your loved one
  • either of you gets hospitalised 

If you have previously received a negative decision on your application for informal care support, you can apply for informal care support again if your loved one's health situation has deteriorated or the need for help has otherwise increased.

End of custody

Your custody of your child ends when the child reaches the age of 18. The custody may also end if only one parent continues as a guardian after divorce or if the child is placed in foster care. 

When your child reaches the age of 18, the informal care agreement will remain valid if you do not wish to terminate the agreement. The child’s opinion must be taken into account where possible.

However, you will no longer be able to handle your child's affairs unless you are authorised to do so.

Child becoming independent

When a young person is approaching adulthood, many things change. Age brings new rights to a young person, and new rights also mean new responsibilities.

When a person reaches the age of 16, the benefits for childhood and early childhood will cease. 

If the young person receives Kela subsidies, they must apply for the benefits again. Benefits and subsidies are mainly related to income, studies and everyday life. The child's rehabilitation plan should also be updated.

Job search as an informal carer

  1. Register as an unemployed jobseeker if your job search is not yet valid.
  2. Inform the TE Office that you are an informal carer. If your informal care obligation changes, always notify the TE Office.
  3. The TE Office will determine whether you are entitled to unemployment benefit. If the TE Office asks you to provide information on working as an informal carer, explain how the care of your loved one will be arranged if you get a job. For this purpose, you should ask your wellbeing services county for a statement on how the wellbeing services county will commit to arranging the care of your loved one if you receive work. If he or she lives in Helsinki, ask the city of Helsinki for the statement. Substitute care arrangements should also be clearly recorded in the statement.
  4. The TE Office will issue a statement on whether you are entitled to unemployment benefit.
  5. Based on a statement from the TE Office, the unemployment fund or Kela makes a decision on whether it will pay you an unemployment benefit.

In order to receive unemployment benefit, you must

  • register as an unemployed jobseeker and keep your job search valid
  • search for jobs
  • be ready to accept full-time work.

Note, that a local government pilotOpens in a new window. is currently under way in some employment services. This means that in some municipalities, some of the services previously organised by the TE Office will be organised by the municipality until the end of year 2024. You do not need to find out yourself who will provide your employment services. When you register as a jobseeker with the TE Office, you will be notified whether your employment services are provided by the TE Office or your municipality.

Accepting work as an unemployed informal carer

If you accept a job, notify your own employee at the wellbeing services county and the TE Office of the change in your situation.

If you continue as an informal carer, you will need to reassess the need for services with the wellbeing services county. The wellbeing services county has a duty to arrange support services for the care recipient so that you are able to work. The services are arranged based on what is most appropriate for your situation. 

If the support for informal care will focus more on support services in the future, your informal care compensation may decrease. 

During your working day, you can, for example, have a home care nurse go to your home or your loved one can participate in day activity. If your loved one needs continuous care and the wellbeing services county cannot take care of them at home, ending the informal care may be the only option. 

If you feel that you are unable to continue as an informal carer in addition to working, you should terminate your agreement with the wellbeing services county.

Leaving the workforce as an informal carer

If you leave the workforce, report this change in your situation to 

  • your own employee at the wellbeing services county
  • the TE Office 
  • Kela

Reassess the need for services with the wellbeing services county. Informal care and informal care support will be adapted to your individual circumstances.

Moving

The informal care agreement is always concluded with the wellbeing services county in whose area the care recipient lives. If either the person you care for or the both or you move to a municipality that is in a different wellbeing services county, submit the informal care application again. The informal care agreement will not be transferred to another wellbeing services county as such. Moving within the wellbeing services county does not influence your informal care agreement.

  1. You can apply for informal care support from your new wellbeing services county already before moving. However, you will not receive the support decision until after the move.
  2. Also notify your former wellbeing services county of your move and terminate the informal care agreement. 

You may not receive the same amount of compensation or support services as before. The amount of informal care support and the grounds for granting it are different in different wellbeing services counties, as it is a discretionary benefit.

You can familiarise yourself with peer support activities even before you move. You can ask other informal carers and organisations in the municipality about peer support activities and the wellbeing services county's informal care practices before you move.

If you only move as an informal carer, notify your own employee at the wellbeing services county. The need for services or the continuation of informal care can be assessed again based on your situation.

Travel

If you and the care recipient are travelling abroad for a longer period of time, notify your own employee at the wellbeing services county. Informal care support is not paid if one of you is abroad for a longer period of time continuously. 

Each wellbeing services county defines what kind of period of time spent travelling must be reported. For example, some wellbeing services counties require you to report if you travel abroad for longer than three months. Find out from your wellbeing services county when you need to let them know about your travel. 

If you travel abroad for health reasons, you can apply to your wellbeing services county for an exception and a separate support decision.
