Applying for unemployment benefit and subsidies

Register as a jobseeker

Register as a jobseeker in the E-servicesOpens in a new window. at Job Market Finland at the latest on your first day of unemployment or lay-off. If you already know the day, register before the employment relationship ends or the lay-off begins. Also register as a jobseeker if you are working part-time, a part-time entrepreneur or on partial disability pension and intend to apply for unemployment benefit.

If you do not have online banking IDs, a mobile certificate or an electronic ID card with a microchip, visit the employment service's local office to register as a jobseeker.

You will be eligible for an unemployment benefit only if you have registered as a jobseeker and you are looking for full-time employment. If you are on a partial disability pension, it is enough to apply for part-time employment.

Apply for unemployment benefit from unemployment fund or Kela

After you have registered as a jobseeker, the employment official assesses whether you can receive unemployment benefit. Unemployment benefit is paid by your unemployment fund or Kela.

  1. The employment official will notify your unemployment fund or Kela whether you are eligible for unemployment benefit.
  2. Your unemployment fund or Kela will decide and notify whether you can apply for a benefit from them. 
  3. Apply for the unemployment benefit from your unemployment fund or Kela once you have been unemployed for two weeks.

Apply for the benefit even if you have not yet been informed on whether you are eligible for unemployment benefit. 

There is a waiting period for the payment of unemployment benefit. You will only receive the benefit after you have been an unemployed jobseeker for at least 7 working days.

You can receive unemployment benefit if you have applied to study

If you are under 25 and have not finished a vocational degree or a higher education degree, you can only receive unemployment benefit if you have applied for two study places in the spring. You cannot receive unemployment benefit if you have refused a study place or dropped out of your studies. 

If, according to the employment official, you cannot receive unemployment benefit, find out from Kela whether you are eligible for other benefits, such as social assistance and general housing allowance.

Even if you have not applied to study, you can receive unemployment benefit from the time you participate in a service offered by the employment services, such as a work or training trial.

Take into account the five-month qualifying period for Kela's general social security benefit

Even though, according to the employment official, you could apply for unemployment benefit, but you do not have vocational training, Kela will only start paying the general social security benefit after a qualifying period of five months. 

The unemployment fund's earnings-related unemployment allowance do not have a qualifying period of five months. 

Find out if you are eligible for other subsidies during the qualifying period, such as social assistance and general housing allowance from Kela.

You can receive an unemployment benefit even if you are working

You should do part-time work or on-demand work, as you can receive adjusted unemployment benefit in addition to your salary during work. You should accept part-time and incidental work opportunities because your employment relationship can become full-time over time. In addition, when you work, your unemployment fund's earnings-related unemployment allowance is spent more slowly, which means that their payment period will be extended.

If you receive unemployment benefit from Kela, you should join an unemployment fund. As a member of the fund, you can accrue a right to earnings-related unemployment allowance at work in 12 months, which is usually higher than Kela's general social security benefit.

Apply for a new tax card

Taxes must be paid on earnings-related unemployment allowance and unemployment allowance. 

Apply for a new tax card for unemployment benefit and submit it to your unemployment fund or Kela. If you do not apply for a new tax card, Kela will withhold 20 per cent and the unemployment fund at least 25 per cent of your unemployment benefit.

Apply for a new tax card also if you find employment.

You can submit your Tax Card to your unemployment fund or Kela directly from MyTax.

Apply for other subsidies

You may also be eligible for other subsidies and grants than unemployment benefit. Find out at least whether you can receive general housing allowance and basic social assistance from Kela.
