Special conditions and downgrading of driving licences

  • Permit or other obligation
  • Nationwide except the Åland Islands
  • Public service

The police may downgrade the driving licence category and change the special conditions and restrictions attached to the driving licence if there is a reason to do so.

Do the following

The police makes a decision on downgrading the driving licence category or changing a special condition and issues a temporary licence if necessary. Apply for a new card from Ajovarma Oy’s service point. You can pay at Ajovarma.

To whom and on what terms

If the holder no longer meets the requirements for obtaining a driving licence permit, the police may change the holder’s right to drive to the right to drive a vehicle of the category for which the holder meets the requirements for granting a driving licence permit and obtaining a driving licence.

The right to drive will be restored when the holder of the right to drive displays that they once again meet the requirements for granting the driving licence permit, and the police will return the driving licence of corresponding right to drive that is in their possession.

Conditions and restrictions may be attached to the driving licence. These may include a requirement for the driver to wear glasses or other aids when driving. The conditions and restrictions are indicated with numbers on the back of the driving licence.
