Shooting range

A shooting range is an indoor space or an outdoor area meant for shooting at a target with a firearm.

A minor shooting range refers to a shooting range meant for up to 10,000 shots per year.

The National Police Board grants and cancels permits to establish and maintain a shooting range. The shooting range notification is also submitted to the National Police Board.

Do the following

The founder or keeper of a minor shooting range must submit a notification of the shooting range (shooting range notification) to the National Police Board at least two months before opening the range.

The shooting range notification must contain the rules and regulations for the range referred to in section 9 as well as the range manager’s details and consent to the task.

A government decree gives further instructions on the application and notification concerning a shooting range.

To whom and on what terms

The establishment and maintenance of a shooting range is subject to a permit.

The establishment and maintenance of a minor shooting range is subject to notification.

The National Police Board may impose necessary regulations and conditions on range maintenance concerning safety.

The permit is subject to the following conditions:

1) the applicant has the right of possession to the range area;

2) the shooting range poses no danger to public order or safety;

3) the applicant presents rules and regulations for the range that meet the requirements of section 9, subsection 1;

4) the applicant is not bankrupt and their competency is not limited;

5) the applying natural person is known to be honest and reliable and their personal characteristics suit the task in question;

6) the applying natural person has reached the age of 18;

7) the applying community or foundation is considered suitable for maintaining a shooting range based on the purpose of its activities and other factors;

8) the applying community’s or foundation’s CEO and members of administrative body as well as all partners in an open partnership and responsible partners in a limited partnership fulfil the requirements laid down in parts 4 and 5;

9) the applicant names a person responsible for the operation and safety of the shooting range (range manager) who has agreed to the task and who meets the requirements laid down in parts 4 to 6.

Upon application, the National Police Board must request a statement from the local police department of the area of the shooting range in question. If necessary, it can also request a statement from another authority. The permit must specify a range manager and confirm the rules and regulations applied on the range. Other necessary provisions and conditions concerning range safety can also be included in the permit.


Deadline

The founder or keeper of a minor shooting range must submit a notification of the shooting range (shooting range notification) to the National Police Board at least two months before opening the range.

Period of validity

The shooting range permit is valid until further notice.
