Monitoring the health of driving licence holders

A holder of a driving licence who permanently resides in Finland must present the police with a medical statement proving they are still fit to drive within the intervals specified in the Driving Licence Act. This obligation applies to holders of a licence of category 2 (C, C1, C1E, CE, D, D1, D1E and DE).

The Finnish Transport and Communications Agency Traficom sends a reminder of the obligation to present a medical statement about three months before the driving licence holder’s birthday. The statement must be submitted to the police department depending on the place of residence. Usually the doctor sends the statement directly to the police. Alternatively, the holder of the right to drive can submit the statement to the police department of their place of residence themselves.

To whom and on what terms

Those who have the right to drive a lorry or bus and who permanently reside in Finland must present a medical statement to the police proving that they are still fit to drive at specific intervals if their driving licence was issued before 19 January 2013. The medical certificate must be presented within two months after they turn 50, 55, 60 and 65.

However, there is no obligation if, at the start of the deadline count, it has been less than five years since the holder has proven to meet the health requirements concerning them by submitting a medical statement to the police department of their place of residence in connection to some other situation than the regular check, such as when upgrading the category of their driving licence.

The medical statement must be presented to the police within two months after the holder of the driving licence turns 50, 55, 60 and 65.
