The National Police Board grants and cancels licences for the commercial transfer, import, export and transit of weapons to Finland and from Finland.

The National Police Board grants and cancels licences for the private export of weapons.

Do the following

An application for a commercial transfer licence is filed with the firearms administration of the National Police Board in Riihimäki by mail.

An application for a private transfer licence is filed with the police department. A prior consent from the country of destination must be attached to the application for a transfer licence.

In licence matters relating to foreign trade of weapons is it advised to contact beforehand the police department that processes weapon licences.

To whom and on what terms

A prior consent can be granted to a weapon trader who has a right to carry out trade activities in the field of movable firearms, weapon parts, cartridges and especially dangerous ammunitions. A prerequisite for granting a prior consent is that the transfer shall not cause any danger to the maintenance of law and order and safety.

A commercial transfer licence can be granted to a weapon trader who has a right to carry out trade activities in the field of movable firearms, weapon parts, cartridges and especially dangerous ammunitions. A prerequisite for granting a licence is that there are no obstacles for the transfer on the basis of a notification made by the authorities of the country of destination and that the transfer circumstances are safe. A licence certificate concerning a commercial transfer licence must accompany the transferred goods.

A commercial transit licence can be granted to an applicant who presents an end user certificate or other reliable clarification about the fact that there are no obstacles for granting the licence.

A commercial export licence for gas sprayers can be granted to a weapon trader who has a right to carry out weapon trade activities with exported gas sprayers. The grantor of a commercial export licence for gas sprayers can require the applicant to present an end user certificate or other reliable clarification about the fact that there are no obstacles for granting the licence.


Period of validity

A commercial prior consent and other licences referred to in Chapter 4 of the Firearms Act than a commercial transfer licence are granted for the validity period of the weapon sector business licence. However, they are granted for a maximum of three years.
