If maintaining order and safety is not otherwise purposeful and maintaining order and safety so requires for a justified reason, the police department of the area, site or starting location of a vehicle can also grant a licence to appoint a security steward to assist the police or the Border Guard:

To whom and on what terms
The licence may contain conditions related to the training of the security steward, the carrying of equipment for use of force, the domain and the placement and number of persons.
If necessary, the police department that granted the licence may cancel it and change the conditions or validity period due to such changes in the circumstances that significantly affect the maintenance of order and safety in the duty area.
In the areas and on the locations referred to in legislation, security stewarding can be performed only by a holder of a security sector business licence who can assign the duties to a licensed security steward who is in the holder’s employment and has satisfactorily completed guard training or who has a valid guard licence, and who is under 68 years of age.
Period of validity
The licence to appoint security stewards is valid for a maximum of five years.
