How do I apply for informal care support?

The informal carer applies for informal care support. Apply for the support from the wellbeing service county of the person receiving care using a form or electronically. If your care recipient lives in Helsinki, you send the application to social services of the City of Helsinki. If necessary, you can ask for help in filling out the application from your wellbeing services county's social welfare services. 

The application form is different in different wellbeing services counties. In some wellbeing services counties, the form is delivered to a different recipient depending on whether the care recipient is a minor, 18 to 65 years old or over the age of 65. The processing of the application in your wellbeing services county may be covered e.g. by services for the disabled or services for the elderly.

You can apply for informal care support for both long-term and short-term care needs. A short-term care need may be, for example, a terminal care situation.

The wellbeing services county must make a decision on informal care support within three months of the submission of the application, unless its processing requires more time than usual.

How do I apply for Kela benefits?

In addition to services provided by the wellbeing services county, you can also apply for benefits granted by Kela. When you apply for support and send attachments online, the processing of the application is faster. 

Even if you have not concluded an informal care agreement with the wellbeing services county, you can still be entitled to benefits. Check with Kela.

Can I get support for childcare?

If you take care of your child with a long-term illness or a disability at home, you may have the right to receive informal care support. You can also apply for other financial support to secure your livelihood. Contact Kela or your wellbeing services county's social welfare services to find out what support you can receive and under what conditions.

How to hire a substitute carer?

The wellbeing services county must arrange the care of your loved one whilst you are on leave. One option is to hire a substitute carer, who is often known to the family, like a relative or a friend.

The wellbeing services county concludes a commission agreement with the substitute carer, in which the substitute carer undertakes to care for your loved one during your leave or other temporary absence. 

The commission agreement includes, for example: 

  • the amount and method of payment of the care compensation paid to the substitute carer
  • if necessary, compensation for the costs incurred by the substitute carer
  • the validity of the commission agreement
  • if necessary, other matters related to the substitute care.

What costs can I deduct in taxation?

An informal carer who has entered into an informal care agreement may deduct certain costs in taxation without an excess. The deductibility of costs depends on their type and who they belong to. 

Tax deductions may include:

  • travelling expenses allowance
  • workspace deduction
  • deduction from costs incurred from the care
  • deduction for reduced capacity to pay taxes
  • tax credit for domestic help.
