City of Tampere is responsible for offering the service to individuals whose municipality of residence is Tampere and who belong to the target group of the local Government Pilot on employment. Tampere is also responsible for offering the service to Pirkanmaa immigrants during their integration period. The service does not apply to immigrants in Kuhmoinen in Pirkanmaa region.

When planning your business and applying for the Star Up Grant, contact first the Enterprise Finland telephone service. Business advisors will provide guidance and instructions for starting your business and applying for the Start Up Grant.

Also, get in touch with City of Tampere Employment and Growth Services when you are planning to start your business. Generally, the Start Up Grant is not granted if the main business activities have already commenced before the decision for the Start Up Grant has been made. Contact us by submitting a contact request through the individual customer's E-services of TE Services or by calling the customer service. Be prepared to discuss your planned business activities and business idea with our expert, as well as the competitive situation of the business in the local market. During the discussion, we will also assess your readiness to operate as an entrepreneur and whether your business requires support or other services.

Apply for the Start Up Grant through the E-services of TE Services. When applying online, you can track the progress of your application. Use a printable form only in exceptional cases. In such cases use the form designed for customers in the local government pilot on employment (KK325). Clearly describe your future business in the application, as well as in the business plan and in the calculations that are submitted as attachments. A tax debt certificate should also be submitted as an attachment. Additional clarification may be requested if necessary.

When you have received a positive decision and started your business, familiarise yourself with KEHA Centre's instructions for applying the payment. Submit a payment application to receive the Start Up Grant. Apply for the payment of the Start Up Grant from KEHA Centre through the individual customer's E-services of TE Services. Additional information or potential requests for additional information related to the electronic payment application will be visible in the E-services of TE Services channel, so regularly check the status of your submitted application. If you are unable to apply for payment electronically, submit the form “Payment Application for Start Up Grant with Attachments” to KEHA Centre.

If you need the Start Up Grant for a period longer than the initial decision, submit a continuation application through the online service or using a printable form, no later than a month before the current Start Up Grant period expires.

To whom and on what terms

Start Up Grant may be granted to support your entrepreneurship if you are an unemployed job seeker, employed, a student, or a part-time entrepreneur transitioning to full-time entrepreneurship, and you live in Finland and are establishing your business in Finland.

The assessment criteria for granting the Start Up Grant includes:

  • The primary nature of the business activities.
  • Profitability and continuity.
  • Readiness to operate as an entrepreneur.
  • Need for support.
  • Validity of permits that may affect the business activities.

In the acceptance of a continuation, it will be assessed whether the business activities have started as planned and whether the income has been generated.
