When a minor asylum seeker enters Finland without a guardian, they are soon appointed a representative. KEHA Centre pays the representatives a fee and a reimbursement of expenses.

Representatives can apply for a fee and reimbursement from the KEHA Centre. Use the forms provided by the KEHA Centre: Representative's travel invoice form, Itemisation form for the representative's fee and expenses, Acknowledgement form and Invoice for the representative's fees and other expenses.
The forms are submitted to the KEHA Centre's payment unit. Inquiries about representation compensations and reimbursement application can be e-mailed. For more information, please contact the immigration contact persons at the ELY Centres.
To whom and on what terms
The representatives of minor asylum seekers receive a fee and a reimbursement of expenses when the minor asylum seekers have been granted a residence permit and have received notification of the decision. The fee depends on the time used and the expenses incurred by the representative while acting on behalf of the asylum seeker. The fee and reimbursement are paid upon application. The fee and reimbursement of expenses are paid until the asylum seeker is granted Finnish citizenship.
Before a minor asylum seeker has received a residence permit and notification of the decision, the Finnish Immigration Service pays the fee and expenses of the representative.
