The application for an interest subsidy loan must be submitted to the municipality where the building project is located and the municipality in question must endorse the loan. The final approval for the interest subsidy is given by the Housing Finance and Development Centre of Finland (ARA).
Background information
Interest subsidy loans are granted for constructing, purchasing and renovating rental housing. They are also granted for constructing, purchasing and renovating right-of-residence housing and for constructing part-ownership housing.
An interest subsidy loan is provided by a bank or another financial institution and the interest on it is, in certain situations, partially paid by the state. Interest subsidy loans granted for the construction of rental or right-of-residence housing have deficiency guarantees provided by the state.
