Public event emergency plan

The organiser of the event must draw up an emergency plan for public events and other events in which a significant risk to persons or fire safety risk is present due to the large number of people involved or for some other special reason.

An emergency plan must be drawn up for an event when:

  • it is estimated that at least 200 people will be present at the same time,
  • open flames, fireworks or other pyrotechnic products are used, or chemicals with a risk of fire or explosion are used as special effects
  • the evacuation arrangements at the venue differ from normal or
  • the nature of the event poses a special danger to people.

If the rescue authority estimates that the safety arrangements and instructions are inadequate, it may return the plan to the organiser for further completion. The rescue department supervises the preparation of emergency plans and carries out fire inspections at public events as needed.

The organiser is responsible for ensuring that the event has been planned and organised in such a way that the public can safely participate in it and the arrangements also work when something unexpected happens.

The emergency plan must be submitted to the Rescue Department’s on-duty fire prevention officer at least 14 days before the start of the event if:

To whom and on what terms

If a trader who is established in another country belonging to the European Economic Area provides services on a temporary basis in Finland, they are required to apply for the same permits for their activities as traders established in Finland.

The rescue plan for the public event must be submitted to the rescue authority no later than 14 days before the start of the event.
