Municipal incentive model for Ohjaamo operations - payment of special government grant

The municipal incentive model for Ohjaamo operations is an incentive instrument funded by the EU Recovery Fund to strengthen the multidisciplinary nature of the Ohjaamo One-Stop Guidance Centres.

The objective of the grant is to strengthen the multidisciplinary nature of the Ohjaamo Centres for young people with the integration of social, healthcare and training services. The incentive model is based on the principle that municipalities can apply for funding for the salary costs of another expert from the incentive model for each new recruitment or expert connected to the Ohjaamo.

Eligible costs in accordance with the incentive model can arise between 1 September 2021 and 31 December 2024.

Grant decisions are issued by the Ministry of Economic Affairs and Employment, and payments are processed by the KEHA Centre.

The payment unit of the KEHA Centre will pay the discretionary government transfers upon application. The application is submitted in the regional administration e-services.

How to apply for payment

Once your support application has been approved, you can apply for payment electronically in the regional administration e-services in accordance with the terms of the grant decision. Complete the application thoroughly and add the required appendices.

More information about authorisation

A person authorised by the municipality can submit the payment request in the regional administration e-services. The authorisation to use the services is given in e-Authorizations. Mandate roles ensure that the persons preparing and sending grant applications have the right to represent the organisation.

Authorised persons use the e-service on behalf of their organisation through e-Identification. You can log into the e-service with your personal banking IDs, a mobile certificate or a certificate card after you have been authorised. In addition to e-Authorizations, organisations need their business ID to use the e-services.

The mandate for transactions required when using the regional administration e-services is called Työllisyyden, ympäristön, elinkeinotoiminnan ja liikenteen valtioavustusten hakeminen (Applying for government grant for employment, environment, business activities and transport). The mandate theme is specified by the identifier OHJAAMO.

The authorisation is subject to the valid instructions of the service.

Persons without separate authorisation can act on behalf of an organisation only if they have an existing mandate for transactions or a right based on register data.

To whom and on what terms

The grant can concern new personnel costs for persons working at an Ohjaamo Centre. The grant is allocated to the salary costs of experts in social, healthcare and training services working at an Ohjaamo.

It can be granted to the unit responsible for the operations of an Ohjaamo, such as a municipality, a joint municipal authority or a wellbeing service county that might be created later in the reform of health and social services. The incentive model application can also concern a shared person-year for regional Ohjaamo operation or for the joint use of several Ohjaamos.

The grant is paid for the realised costs twice a year at most. The compensated costs consist of the salary costs of a person recruited in place of an expert transferred to the Ohjaamo. Income data obtained from the income register for the period in question will be used in the processing of the payment application.

The grant is granted as special discretionary government transfer as referred to in the Act on Discretionary Government Transfers (688/2001). Projects that have a positive grant decision for Ohjaamo operations can apply for the payment of the grant. The Ministry of Economic Affairs and Employment’s instructions (VN/21454/2021) apply to processing the payment requests.
