Background information

Health care service users are entitled to use and receive services in Finnish or Swedish. Sámi people have the right to use the Sámi language in the Sámi Homeland. Nordic citizens are entitled to use Finnish, Icelandic, Norwegian, Swedish or Danish in health care services. If necessary, it must be ensured that Sámi people and Nordic citizens receive the interpretation and translation assistance they need.

Immigrants are often entitled to free translation and interpretation services when both of the following conditions are met:

  • they are unable to speak Finnish or Swedish or cannot be understood due to their disability or illness.
  • they need to handle matters that have been initiated by an authority.

Persons with disabilities have a statutory right to receive the interpretation services they need, such as sign language interpretation. The right to interpretation services for persons with disabilities is applied for in writing from Kela. The interpreter is ordered from the Centre for Interpreting Services for the Disabled. Persons with disabilities may receive interpretation services to help support their work, studies, use of services, participation in society, hobbies or recreational activities. A person entitled to interpretation services may also use the service when travelling abroad if the journey is related to the person’s usual life, studies or work.
