Licence to provide private health care services

Valvira grants operating licences to private health care service providers when they operate in the area of more than one Regional State Administrative Agencies.

Private health care and medical care services include:

- services of physicians and dentists, and other health and medical care, as well as comparable services

- radiological imaging examinations

- laboratory activities

- services refer ...

Do the following

A valid license is required before the operation can be started. The licence application and its appendices are submitted to Valvira.

Forms to be filled in for the licence application:

- Application for providing private health care services

- Appendix: Health and medical care services and personnel (filled separately for each place of business)

The following documents shall also be attached to the licence application:

1) Private health care service provider's start-up notification

2) an extract from the Trade Register and, if necessary, a copy of the Articles of Association, the partnership agreement or the rules

3) a description of file in accordance with section 10 of the Personal Data Act or a privacy statement in accordance with sections 10 and 24 of the Personal Data Act

4) a report on the work experience of the manager responsible for health care services

5) inspection report of the private health care facility, floor plan of the premises

6) if necessary, a report (e.g. a contract) showing that the service provider has the right to use the premises and equipment of another health care service provider

7) a copy of the safety licence issued by the Radiation and Nuclear Safety Authority if X-ray equipment is used

8) a copy of the self-monitoring plan if the services are provided in more than one location

9) if necessary, other attachments according to the services provided, for example, a pharmacotherapy plan, hygiene plan, etc.

A new licence is applied for when the service provider is not already authorised to provide private health care services or when the services are being produced in the area of several Regional State Administrative Agencies. Changes in the licence include a new place of business or moving to new premises, a substantial change of premises, new service sectors and a change of manager responsible for health care services. Notification matters include notification of termination, addition of operating municipalities, change of name of the place of business and change of patient ombudsman.

The licence application and the related site-specific appendix form must be filled in carefully. An incomplete application delays the processing of the matter. We are happy to provide guidance on questions related to filling in the application.

To whom and on what terms

The conditions for granting the licence:

- the provided service is health care or medical care

- the service is medically appropriate and considerate of patient safety

- the service takes place in an appropriate facility and with appropriate equipment. The services can also be rendered in the customer’s own home or as remote services

- services are provided by personnel with appropriate training

- the manager responsible for health care services is approved by Valvira


Deadline

Apply for the licence well before starting the activities or making significant changes. The provision of private health care services may be initiated only when the permit authority has issued the licence.

Processing time

The estimated processing time of the licence application is on average 1-2 months. The processing time depends on, for example, how well the information requested in the forms has been filled in and whether all the necessary documents have been submitted with the application. Since the applicant has provided all the necessary information, the licence decision will be received by the applicant in about a week.
