Grant for waterway and fishing industry projects

A discretionary government grant can be obtained for * improvement projects related to the fishing industry that promote fish passage, the natural reproduction of the fish populations or that improve the possibilities for sustainable fishing. The viability and the diversity of the fish populations that are threatened or vulnerable are strengthened by the projects. The prioritised targets are those that are mentioned in the regional improvement programmes related to the fishing industry or in the operational programmes related to the water management.

  • waterway improvement projects that promote the execution of water management and the achievement or maintenance of a good condition of water. A grant is directed in particular to the improvement of the condition of surface and ground waters that are in a worse than good condition
  • reduction of flood and drought risks and promotion of versatile use of the waterways. Preference is given to are projects that serve a wide user group, improving the operating conditions of the economic life in the region or the recreational use.

A grant can be awarded for the costs resulting from the planning, execution and administration of the project, the fees payable for the permits of the project and for the costs resulting from the fulfilment of obligations under the law and obligations to hold a permit. The maximum amount of the grant is in general 50% of the total costs but in exceptional cases the grant component can be higher (Government Decree on the grant for projects that improve the use and condition of the waterways and the water environment 714/2015). Voluntary work can be included in the costs and its deemed value is 15 euro per hour per worker and 30 euro per hour per motor-driven working machine. Work-hour records must be kept.

The application period for grant decisions is generally in October or November but applications can be processed also after the application period within the frame of the budget appropriation. In large and long-term projects, a grant can be obtained for several years and it is also possible to apply for a grant in stages.

Development and Administrative Services Centre (KEHA Centre) of the ELY Centres and TE Offices will process the payments in accordance with the grant decisions. Payment of the grants is requested in accordance with the decision in one or more instalments by using a separate payment application form.

If possible, apply for the grant online (Grant for implementing water and marine resource management and waterway and fisheries measures).

If you are unable to apply online, please use a printable grant application form instead. It can be printed and filled in also electronically by saving the form on your computer. Attach to the application a project plan that includes a cost estimate, financial plan and execution schedule. Send the form as an attachment to the general online form or by post to the ELY Centre registry (contact information can be found in the "Service locations" section).

For the fishing industry, the applications should be sent to the following ELY Centres:

  • For projects that are being executed in the areas of Lapland, Kainuu and Northern Ostrobothnia counties, the applications should be sent to the ELY Centre for Lapland.
  • For projects that are being executed in the areas of North Savo, South Savo, Kanta-Häme, Päijät-Häme, Pirkanmaa, Central Finland and North Carelia counties, the applications should be sent to the ELY Centre for North Savo.
  • For projects that are being executed in the areas of South Eastern Finland, Uusimaa, Southwest Finland, Satakunta, Ostrobothnia, Central Ostrobothnia and Southern Ostrobothnia counties, the applications should be sent to the ELY Centre for Southwest Finland.

Applications concerning the use of waterways and management of flood risks should be submitted to the ELY Centre responsible for the area that the project mainly concerns.

Application for payment

Payment of the grants is requested in accordance with the decision in one or more instalments. For fishing industry projects, use the payment application form “Payment application form for fishing industry promotion project”, and for the flood risk management and use of waterways projects, use the payment application form “Payment application form for environment, waterways and building heritage”.

Send your payment application form as an attachment to the general online form of the ELY Centre directly to the registry of the ELY Centre that approved your grant application. There are separate online forms for private individuals and companies/organisations/operators. Choose the appropriate ELY Centre under Asia > Virasto in the online form. To whom and on what terms

A grant may be available to legally competent entities and companies as well as private individuals.

A general prerequisite for awarding a grant to a project is that the costs of the project are proportional to the prospective benefits. It is also required that the beneficiary is capable of supervising the use of the grant in a reliable manner, being in charge of the execution of the project and the obligations following the executions as well as taking care of the preservation of the benefits of the project.

The projects should be executed in a way that is the most inexpensive for the society. They should be put out to tender when necessary in compliance with the Act on Public Contracts and Concessions. For the work related to the projects should not be paid a higher salary than in the concerned entity or company would otherwise be paid as a compensation for corresponding work.

A prerequisite for the payment of the grant is that the beneficiary has the required permits and rights under the Water Act and other legislation to execute the project. In addition, the beneficiary is committed to take properly care of the use and maintenance of the structures as well as other obligations following the completion of the project.
