How to apply

Apply for the grant through the regional administration e-services.

Complete the application thoroughly and add the required appendices. Missing information, needs for further clarification and changing the application during the processing may prolong the processing. Detailed instructions for completing the application form are available at regional administration e-service and the ELY Centre website.

If the ELY Centre requests you to supplement the application, submit the requested supplements by the set deadline or negotiate additional time with the authority.

Once the ELY Centre for Kainuu has received sufficient and correct information for resolving the grant application, it provides an appealable decision in favour of the local ELY Centre. The decision is delivered to the applicant.

How to apply for payment

Apply for the payment of the grant from the KEHA Centre in accordance with the decision in one or more instalments.

Log in to the e-service with your bank codes, mobile certificate or certificate card. Please fill in the application carefully under the Payments tab and attach the necessary attachments.

To whom and on what terms

Municipalities, associations and private and public organisations can apply for and receive the aid.

Aid for the implementation of alien species control is meant for projects where:

  • the project will combat invasive alien species, i.e. species of plants or animals included in the national or EU list of invasive alien species
  • the project implements the invasive alien species management plan so that the target is an area where, according to the plan, the control of invasive alien species must be prioritised, the project uses the control measures or methods of the plan, or the project is a cooperation project involving several actors such as municipalities, non-governmental organisations, other public and private organisations, and
  • the project includes measures to monitor its performance.

The project can also be a post-monitoring or pilot project for new prevention methods.

Projects that are as comprehensive as possible at the regional level are prioritised.

The amount of the grant to municipalities is no more than 50 percent of the project costs.

Personal work can be included in the self-financing share of associations and organisations. The grant decision can also contain other provisions that must be complied with.

The grant can be granted for both the control measures and projects that monitor and ensure the results of the control. The grant can also be granted for guidance on alien species and for new innovations in their control.

The control of alien species is based on the act and decree on alien species, as well as the management plan to prevent invasive alien species.
