Government subsidies for outreach youth work

Do the following

Apply through the regional administration e-services.

Draw up an estimation of costs and a financial plan for the project. Prepare an account on the use of the subsidy retrospectively. Reporting on old applications (from the year 2016 and older) is done on a printable form available on the service channels.

You can apply for the subsidy for a year at a time for covering the salary costs of an outreach youth worker. The subsidy’s period of use is determined separately for each applicant in the decision issued by the AVI. The period of use may be a 12-month period that is not a calendar year.

The following documents must be attached to the application:

  1. an outreach youth work operations plan for the subsidy period
  2. a report on the implemented outreach youth work in the previous period if funding has been provided earlier (max. 2 x A4)
  3. an agreement between the applicant and the municipality if the applicant is not a municipality
  4. a report on any other government funding for outreach youth work.

If the applicant is an organisation or a private corporation, the following must be appended to the application in addition to the aforementioned documents:

  1. the financial statement of the previous year (income statement, balance sheet, annual report and audit report)
  2. a copy of a valid extract from the association register.

The application shall be signed by the applicant’s authorised signatories.

More detailed deadlines for each government transfer are specified in the application instructions for the subsidies. No subsidy shall be granted if the application arrives at the AVI after the deadline.

The subsidy shall be granted for one year at a time. The period of use is determined separately for each applicant in the decision issued by the AVI. The period of use may be a 12-month period that is not a calendar year.

To whom and on what terms

The subsidy may be applied for by municipalities, joint municipal authorities, associations, foundations and other registered communities offering youth services. A valid agreement with the municipalities in which the applicant plans to carry out outreach youth work is a prerequisite for applying for the subsidy.

A prerequisite for granting the subsidy is that the outreach youth work complies with the application criteria and the set objectives. Prerequisites for the outreach youth worker include applicable education and work experience in youth work.

The applicant shall provide the AVI with an account of the use of the subsidy. The transfer will not be granted if the applicant has failed to provide the AVI with monitoring data on the use of previously granted transfers.

You should always request tenders for procurements from more than one supplier when the cost of the procurement is over €7,000 without value added tax. The recipient of the transfer is responsible for determining if the Act on Public Procurement and Concession Contracts (1397/2016) applies to them.
