Every multilingual child, whose Finnish language skills are not sufficient in different areas of the language, attends Finnish as a second language instruction.
Teachers in early childhood education and pre-primary education discuss and agree together with the parents on how to support, monitor and assess the child’s progress in learning Finnish. The early childhood education plan includes the child’s Finnish as a second language plan (S2 plan).
