Do the following

If you receive an unemployment benefit, the Social Insurance Institution of Finland (Kela) or the unemployment insurance fund will pay the expense allowance when the unemployment benefit is paid and there is no need to apply for it separately.

If you are not entitled to unemployment benefits, you should talk to your OMA coach about your possibility of receiving a discretionary expense allowance. To apply for expense allowance from the municipality in the pilot area (KK612), you need to fill in the form and submit it to the City of Tampere Employment and Growth Services. Please note that the expense allowance is paid afterwards from the Development and Administration Centre (KEHA Centre). It's important to remember that the application must be submitted within one month of the end of the payment period. If you have any questions or need further assistance, please don't hesitate to contact us.

To whom and on what terms

The City of Tampere Employment and Growth Services may, at their discretion, grant expense allowance if you are not entitled to it from Kela or the unemployment insurance fund or under any other law. The City of Tampere Employment and Growth Services cannot grant discretionary expense allowance if you are eligible for unemployment benefits by registering at the TE Office as an unemployed job seeker.

The KEHA Centre pays the expense allowance to individual clients to whom the TE Office or the pilot municipality decides to grant the right to discretionary reimbursement of expenses. The granting of discretionary expense allowance is part of the local government pilot related to TE services, and it can be granted and paid for a fixed-term period from 1 March 2021 to 31 December 2024.

The pilots will end on 31 December 2024, by which time the decision on discretionary reimbursement of expenses must be made at the TE Office or in the pilot municipalities.
