A property in the operating areas of the Helsinki Region Environmental Services HSY and water cooperatives must be connected to the water utility’s water main and wastewater sewer. The obligation to connect does not apply to undeveloped properties. A property outside a population
centre need not always be connected to the water main or sewer.
