Apply for grants, compensation and aid as well as their payment electronically in the regional administration’s e-service. The KEHA Centre pays the grants in accordance with the decision of the ELY Centre.

How to apply
Apply for grants, compensation and aid as well as their payment primarily in the regional administration’s e-service. To log in to the service, you need strong authentication with your bank ID, mobile certificate or certificate card.
If the use of the e-service is not possible or you do not have the necessary tools for strong authentication, you can apply for a printable form. Submit the application and its attachments to the ELY Centre in whose area the damage occurred. You can submit the application to the ELY Centre’s registry by post, e-mail, by submitting a general e-service form for the ELY Centre or for private individuals of the ELY Centre. If you apply for payment using the printable form, submit the payment application to the KEHA Centre.

Information about authorisation
A person authorised can submit the application in the regional administration e-services. Persons without separate authorisation can act on behalf of an organisation only if they have an existing mandate for transactions or a right based on register data. The authorisation to use the services is given in Suomi.fi e-Authorizations. Mandate roles ensure that the persons preparing and sending grant applications have the right to represent the organisation.
The mandate for transactions required when using the regional administration e-services is called Työllisyyden, ympäristön, elinkeinotoiminnan ja liikenteen valtioavustusten hakeminen (Applying for government grant for employment, environment, business activities and transport). The authorisation is subject to the valid instructions of the Suomi.fi service.
Authorised persons use the e-service on behalf of their organisation through Suomi.fi e-Identification. You can log into the e-service with your personal banking IDs, a mobile certificate or a certificate card after you have been authorised.
In addition to Suomi.fi e-Authorizations, organisations need their business ID to use the e-services.
To whom and on what terms
Grants for the prevention of damage can be granted for the procurement of goods and services, as well as for research and development. You cannot apply for compensation to repair damage to buildings.
Grants for the prevention of agricultural and animal damage and damages caused by the golden eagle to reindeer husbandry and the osprey to fish farms may be granted to natural persons, enterprises and other entities, with the exception of central government accounting offices.
Grants for the prevention of damage to buildings may be granted to natural persons and other entities, with the exception of central government accounting offices.
As crop damage can be compensated the damages caused by protected animals to fields, gardens, nurseries and harvests. Compensation for agricultural damage can be paid to a company operating in primary agricultural production.
As animal damage can be compensated the damages caused by protected animals to a farmed animal or to a domestic animal, with the exception of damage caused by the golden eagle to reindeer husbandry and osprey to fish farms.
Compensation for animal damage can be paid to a natural person, a company operating in primary agricultural production and reindeer herding cooperative.
Reindeer husbandry aid based on the nesting of the golden eagle may be granted to the reindeer herding cooperative. The aid is limited to the area of golden eagles nesting in the reindeer husbandry area or to partial retreats.
Fisheries aid may be granted to undertakings in the fish farming sector on the basis of the calculated value of farmed fish used to feed the salvage.
Conditions for payment
Payment of the grant, compensation and aid shall be conditional on the injured party having tried to prevent the damage from occurring or its extension by reasonable means available to him. The injured party has filed the damage immediately after finding the damage to the authority. The damage must always be verified by an independent expert approved by the ELY Centre.
In addition, the beneficiary must not have received any other public funding for the same action.
The application shall indicate:
- the damage caused by which animal species is involved,
- when and where the damage occurred,
- the nature and amount of the damage; and
- whether and to what extent the claimant receives compensation on the basis of insurance or other legislation.
The eligible costs shall be the costs of damage caused as a direct consequence of the damage event.
