Building permit services

In addition to provisions on the permits and the preconditions for granting a permit, the Land Use and Building Act also contains provisions on the documents used in permit applications, designers’ competence requirements, the construction work and the persons responsible for the construction project.

Applications for a building permit must be submitted to the municipal building supervisory authority, which also provides advice in the matter.

The application for the building permit may be submitted by the titleholder of the building site (the owner, the person authorised by the owner, or the person controlling the building site on the basis of a lease or other agreement).

In most cases, neighbours must be notified when an application for a building permit is submitted. 'Neighbour' refers to owners and titleholders of adjacent or opposite properties or other areas. The fact that the application has been submitted must at the same time be publicised on the building site by suitable means. The notification is not required when the project is of minor nature, or the impact of the project is not relevant to the neighbours' interests. The need to hear the neighbours is determined by the building supervisory authority.

Applying for a building permit

We now use the electronic lupapiste.fi service. You can log in to the lupapiste.fi website with your online banking IDs. Instructions for use can be found at lupapiste.fi/ohjeet.

Use Lupapiste.fi (you can find the instructions from the building supervision department’s website) to apply for a building or action permit from the supervisory building control department of the City of Ylöjärvi. Before applying for a permit, the developer or principal designer should contact the building supervision department and confirm the permit procedure. It is recommended that you present the construction plans to the building supervision department already at the draft stage. An incomplete permit application delays the processing of the permit.

The preparation of the permit may also include requests for statements from other authorities (such as land use planner, environmental or health authority, fire authority, ELY Centre or museum authority), which extends the processing time of the permit.

When the application contains all the necessary documents, the application is transferred to the building inspector (building permits) or engineer in charge of permits (action permits) for decision-making. The average processing time is 6–8 weeks after the permit application is submitted.

To whom and on what terms

The permit is granted if all requirements for the permit have been met. If the project deviates from the provisions and regulations, a permit for an exception to the restrictions may be required before the building permission is granted.

If the entrepreneur has established itself in another country in the European Economic Area and temporarily offers services in Finland, the same permits are required as from entrepreneurs established in Finland.

You should leave the permit application for the principal designer to do.

A building inspector or an environmental board decides on the building permit.

The permit is legally valid:

- building inspector’s decision, 14 days after the decision is published

- board’s decision, 30 days after the decision is published


Processing time

Building and action permits issued by a building inspector are processed approximately in 2–4 weeks after the last attachments have been added to the application. Permits granted by a building inspector are legally valid 14 days after the permit was issued. For larger projects, for which an environmental board makes the decision, the processing time is 4–8 weeks from the arrival of the last attachments. Permits granted by a board are legally valid 30 days after the permit was issued.

Period of validity

Construction must begin within 3 years after receiving the permit or it will expire. It will expire after 5 years if the construction has not been completed within this time. Upon application, the building supervisory authority may extend a permit by a maximum of 3 years at a time to complete the work. If the construction has not started after 3 years, the building supervisory authority may, upon application, extend it for 2 years to start the work, if the legal conditions are still met.

Background information

A building permit or other official approval is required for nearly all construction work. A building permit or an action permit is also required for extending a building or for substantial repair and alteration work or for work aimed at altering the intended use of a building. A minor construction project may only require an action permit or a notification to the municipal building supervisory authority. Provisions on these matters are contained in the Land Use and Building Act. A municipality may also, in its building code, determine which measures require a building permit and an action permit.
