Authorisation for the temporary storage of goods

Temporary storage facilities are warehouses or locations approved by Customs, where undeclared goods are waiting for customs clearance.

Goods in temporary storage must be placed under a customs procedure or re-exported within 90 days since their presentation. Examples of customs procedures: clearing goods for free circulation, transit and customs warehousing.

A company that is authorised to store goods temporarily is liable for ensuring that the temporarily stored goods remain under customs supervision and that the duties of storing goods are fulfilled.

Temporary storage facilities are intended to be used e.g. by port or airport operators, terminal operators and importers as storage where undeclared goods can be unloaded and stored for a limited period of time. Before the goods are unloaded for storage, Customs must be notified of their arrival, i.e. the goods must be presented to Customs.

In order for the authorisation to be granted, the company must have an authorisation for comprehensive guarantee. You can find instructions for applying for the comprehensive guarantee authorisation on Customs’ website under “Authorisations”.

Granting the authorisation also requires that the company's storage record-keeping and storage facilities meet the requirements of Customs.

A temporary storage operator can act as authorised consignee for transit. You can find instructions for applying to become an authorised consignee on Customs’ website under “Authorisations”.

The authorisation can be issued in Finnish or Swedish.

Processing time

Authorisation applications are processed within 120 days from when they are approved for processing. The application can be approved for processing when it contains all the details needed to make a decision, i.e. the application is fully completed and accompanied with the necessary attachments.
