Asbestos removal licence

Asbestos removal requires a licence granted by the occupational safety and health authority.

Asbestos removal can be performed by natural persons, such as private individuals or entrepreneurs as well as legal persons, such as limited liability companies, cooperatives and public bodies that have been authorised for it.

Do the following

Submit the application for an asbestos removal licence and its appendices to the Occupational Safety and Health Division of the Regional State Administrative Agency for Western and Inland Finland. Use the form Asbestos removal licence application.

Make sure that your application contains the following information:

  1. Applicant’s contact details
  2. Personal details of the members of the company’s administration
  3. Air handling equipment for asbestos removal
  4. Information on the equipment maintenance facilities
  5. Consent to the publication of contact information
  6. Date and signature.

To whom and on what terms

In order to be granted permission, you must meet the conditions set for performing asbestos removal. The licence to remove asbestos can be granted to a natural person:

  1. who has reached the age of 18
  2. who is not bankrupt, whose legal competence has not been restricted and who has no appointed guardian
  3. who is not subject to a business ban or a temporary business ban
  4. who has access to the devices and equipment required for safe asbestos removal and their maintenance facilities for the work subject to a licence, and
  5. whose previous activities regarding compliance with occupational safety regulations do not indicate that the applicant is clearly unfit to carry out activities subject to a licence.

The licence can also be granted to a legal person, such as a limited liability company, a general partnership or a limited partnership.


Deadline

Asbestos removal can only be started after the licence has been granted.

Processing time

The permit is granted within two weeks after the Occupational Safety and Health Division of the Regional State Administrative Agency for Western and Inland Finland has determined that the applicant meets the requirements for granting the licence.

Period of validity

For a new applicant, the asbestos removal licence is usually granted for a fixed term of three years. When deciding on the renewal of the licence, the licensing authority assesses whether the asbestos removal has been properly performed on the basis of the information accumulated in the supervision. If the activities have been properly performed, the granted licence will be valid until further notice.
