Applying for social assistance

You have to apply for basic social assistance (income support) from Kela. You can apply for supplementary and preventive social assistance with the same application which Kela will forward to the City of Helsinki.

If you already have a decision from Kela of the basic social assistance, you may apply for supplementary and preventive social assistance directly from the City of Helsinki. Social assistance is applied for via an online or a written application which is primarily sent to Etuuskäsittely, P.O. Box 8320, 00099 City of Helsinki, or delivered to the service unit of social work for adults. You can print the application online or fetch it from a service unit.

During the process you may be contacted for further information.

The decision will be made within seven work days and it will be mailed to you.

If you are dissatisfied with the decision, you may make a petition to the Social Services and Health Care Committee. You will receive instructions for the petition enclosed to the decision.

To whom and on what terms

The income support payment is the final solution of social security allowances and it is intended as temporary allowance for people or families with financial problems.

Granting supplementary and preventive social assistance is regulated by the Law.

The service is only for citizens of Helsinki.
