Alternative Means of Compliance (AltMoC)

Air Operators, Aircrew Training Organizations, Aerodrome Operators, Ramp Providers and Air Traffic Controller Training Organizations can provide Traficom with an alternative way of compliance with applicable requirements of the Regulation, which is called Alternative Means of Compliance (AltMoC).

Do the following

Applicant shall provide Traficom a detailed description of an AltMoC using the form linked at the end of this page. The description should include changes to operations manual or methods and an evaluation that demonstrates compliance with the EASA basic regulation (2018/1139 (External link)) and applicable Implementing Rules. In addition applicant shall provide a documented risk-analysis where it is concluded that the AltMoC an offers equal or better level of safety than the existing approved methods.

Subsequently Traficom will analyze the provided documents for regulation compliance and if necessary inspects the organization. If the AltMoC requires changes to operating certificate, license or permits, changes shall be applied concurrently. If compliance is found, Traficom will approve AltMoC and EASA will be notified, after which EASA will add the AltMoC to it´s list of approved ones.
