Additional support for hiring a new employee in municipal integration services

How to apply for payment

Once your application has been approved, you can apply for payment electronically in the regional administration e-services in accordance with the terms of the decision. Complete the application thoroughly and add the required appendices.

More information about authorisation

A person authorised by the municipality can submit the payment request in the regional administration e-services. The authorisation to use the services is given in Suomi.fi e-Authorizations. Mandate roles ensure that the persons preparing and sending grant applications have the right to represent the organisation.

Authorised persons log in to the e-service with a personal banking ID, a mobile certificate or a certificate card after receiving the authorisation. In addition to the authorisations, organisations need their business ID to use the e-services.

The mandate for transactions required when using the regional administration e-services is called Työllisyyden, ympäristön, elinkeinotoiminnan ja liikenteen valtioavustusten hakeminen (Applying for government grant for employment, environment, business activities and transport). The mandate theme is specified by the identifier KOTO.

Persons without separate authorisation can act on behalf of an organisation only if they have an existing mandate for transactions or a right based on register data.

The authorisation is subject to the valid instructions of the Suomi.fi service.

To whom and on what terms

With the support, a municipality or cooperating municipalities will recruit, in addition to permanent staff, one new full-time employee for the reception and integration of refugees.

The beneficiary may be a municipality or municipalities hosting quota refugees in cooperation.

Terms of the support

Each municipality applying for the support has received quota refugees during 2021–2022 or plans to receive quata refugees during 2023. The municipality can apply for the support if it has received quota refugees in at least one of these years.

Prior to the application, the municipality or the cooperating municipalities have already at least one full-time or part-time employee working in the services for the reception and integration of refugees. The duration of the employment relationship of a person already working in the municipality must be at least as long as the period for which the grant is requested. The job description of a person already working in the municipality must be essentially related to the reception and integration of refugees at the customer interface.

The job description of the person employed with the support relates entirely to the reception of refugees and to services promoting integration. Quota refugees must be the main target group of the work, but the work can also promote the integration of other customers and integration services in the municipality or municipalities.

The duration of the employment of the person employed with the support is at least 12 months. The support in total may be granted to a municipality or municipalities until June 30, 2025 at most. However, the employment relationship of the person employed with the support may be permanent or longer. Eligible costs may be incurred between 1 February 2023 and 30 June 2025.
