A notification about providing or changing private early childhood education and care services

Private early childhood education and care services provider notifies the authority responsible for the early childhood education and care in the municipality where the services are provided about the start of operations, any significant changes, changing the person in charge or termination of operations. The municipal authority informs the Regional State Administrative Agency (AVI) that enters the information on a register.

Municipalities and AVIs advice and steer private service providers at the design stage of early childhood education and care services. The service provider must contact the municipal authority well in advance before the start of operations.

The service provider delivers a notification and attachments of providing early childhood education and care services to the municipal registry. The municipal authority carries out an inspection visit, processes the service provider's notification, checks the appendices, issues an opinion and submits its statement and the appendices to the AVI for registration. All necessary attachments are delivered with the notification. The notification and the appendices can be submitted electronically to the registry of AVI.

AVI will process the notification and inspect the attachments. If required, the AVI will request the municipality to complete the notification. The municipal authority is responsible for asking the service provider to fill in the required information.

AVI registers the service provider and its offices if they meet the requirements laid down in the Act on Early Childhood Education and Care. AVI makes a decision on registration or rejection.

The registration decision regarding new or changes in operations is subject to a fee. Rejected registrations are also subject to a fee. The fee is based on the valid decree on charges. AVI will send the invoice to the service provider.

Although AVI does not register a private family day nurse, the family day nurse must complete all the prerequisites for private early childhood education and care (section 43 of the Act on Early Childhood Education and Care) and submit a notification on the production of private early childhood education and care in the municipality. The municipal institution must keep a list of private family day care providers.

  • Starting the operations

Before starting the operations, please contact the municipal authority of the area your services are provided in. Before the activities begin, sufficient time must also be reserved for official inspections (health protection, rescue, municipal supervisory authority and any other). You can ask both the municipality and AVI for related instructions and guidance.

Please fill out a notification form for the start of operations. Complete all sections of the form thoroughly.

Submit the notification to the municipal registry in good time before the planned start date of operations. The municipal authority carries out an inspection visit, processes the service provider's notification, checks the appendices, issues an opinion and submits its statement and the appendices to the Regional State Administrative Agency for registration.

  • Changing the operations

If your operations change, please fill out a notification that indicates the planned change about provided early childhood education and care services. Please attach the documents required by the change and submit the notification with its attachments to the municipal registry. The municipal supervisory authority processes the service provider's notification, checks the appendices, issues an opinion and submits its statement and the notification together with its appendices to the Regional State Administrative Agency for registration.

  • Notification of change of responsible person

If the person in charge changes, submit a notification of the person in charge with the necessary appendices (degree and employment certificates, CV alone is not sufficient) to the municipality. The municipal authority processes the service provider's notification of the change of person in charge, checks the appendices, issues an opinion and submits its statement and the appendices to the Regional State Administrative Agency for registration.

  • Notifying about the termination of operations

If your operations are terminated, please notify the municipality.

A municipal authority will process the service provider's notification regarding termination of operations and submit it to the Regional State Administrative Agency for registration.

You will receive a registration decision from the Regional State Administrative Agency for all decisions. The decision will include instructions for appeal. A decision regarding termination of operations is free of charge.

To whom and on what terms

The service must fulfil the prerequisites set in the provisions of the Early Childhood Education and Care Act.

The Tax Administration has instructions concerning the value added tax of social services, according to which selling services that are not subject to VAT requires that the service provider is listed on the private service providers’ register.

A fee is charged for the service.
