Accessibility of the Finnish Authenticator Identification Service

This accessibility statement explains how well the Finnish Authenticator Identification Service web service complies with the Act on the Provision of Digital Services, what shortcomings there are in the accessibility of the website and how you can give us feedback on accessibility problems.

The Digital and Population Data Services Agency is responsible for this online service. We want as many users as possible to be able to access our digital services. We take accessibility into account in the development of digital services.

How accessible is the website?

This online service largely meets the A and AA level accessibility criteria required by law (WCAG criteria 2.1). The online service has some shortcomings in accessibility, which are described in more detail below.

Content or features that are not yet accessible

Terms and conditions: The screen reader is unable to access the content inside the frame. (WCAG 2.1.1)

Registration: The focus in on the OK button. It should be at the beginning of the page so that the screen reader reads the content on the page before the OK button. (WCAG 2.4.3)

Password creation/change: The screen reader does not announce the Password field correctly. The screen reader does not read the symbols that indicate whether a password condition passes or fails. (WCAG 1.1.1, 2.1.1, 1.3.1, 1.3.5, 4.1.2)

Authenticate with password: The text fields should have visible labels. (WCAG 1.3.5, 2.4.6)

Account activation process:

  • There is no “Skip to content” link at the top of each page. (WCAG 2.4.6, 2.4.1)
  • The screen reader reads the tool tip/hint and not the visible label of buttons and menu items. (WCAG 1.3.1, 2.4.6)
  • No main headings (h1) have been marked. (WCAG 2.4.6)
  • When accessing the radio button(s) with the keyboard, it is possible to select one radio button but the Next button remains disabled. (WCAG 2.1.1)

Updating User Attributes:

  • The expandable sections don't work well with screen reader. (WCAG 1.3.1)
  • The text is very light grey which makes it very difficult to read. The system should handle Scandinavian characters. (WCAG 1.4.3, 1.4.11)
  • Change phone number: window don't work well with screen reader. (WCAG 1.3.1)
  • There are certain colour combinations which do not meet the minimum colour contrast requirement. (WCAG 1.4.3, 1.4.11)

Dashboard: The graphics on the Dashboard page are not accessible for a screen reader user or a keyboard user at all. (WCAG 1.1.1, 1.3.3, 1.4.1, 2.1.1, 1.4.13, 4.1.1, 4.1.2)

Credentials: Wrong focus. (WCAG 2.4.3)

Transactions:

  • The date picker element doesn't work well with screen reader. (WCAG 1.3.1)
  • There are no instructions for the user as to the correct format for entering the date. The error in the “End Date” field is only marked with its colour changing to red. (WCAG 1.3.3, 1.4.1, 3.3.2)
  • Transaction type/state selection: problems showing drop-down menus in right order. (WCAG 3.2.2)

An effort will be made to correct the shortcomings listed in this statement during 2023.
