Prepare a job advertisement

When writing a job advertisement, pay attention to its content. The content of the job advertisement plays a key role in the success of your recruitment.

  • Enter the details of the current position as accurately as possible to help you find the most suitable employee. An accurate and clear advertisement limits the number of applicants, making it easier and faster to select an employee.
  • Ensure that the job advertisement’s content, style, word choices and illustration convey a message that fits the public image of your company. For example, do not give the impression that you only want applications from certain types of people.

  • Consider which recruitment channels best reach the experts your company needs.
  • Tell your acquaintances, networks and customers that you are looking for an employee.

Searching for an employee on the open labour market

Notify the employment services of the vacancy. The advertisement will be visible on Job Market FinlandOpens in a new window.. The employment authorities may also search for a suitable employee for you in their customer register.

Also consider

  • whether you want to publish the advertisement in English as well if it is possible to carry out the work using a language other than Finnish or Swedish.
  • whether you want to advertise the vacancy in another recruitment service, free or paid. Examples of these are the recruitment websites of educational institutions and the recruitment websites of private service providers.
  • should the entire recruitment process be purchased from a private recruitment company?

If you want to publish your job advertisement in a newspaper or magazine, select it by target group. Consider a trade journal if you want to target your advertisement to a specific professional group. On the other hand, if you are targeting people in a specific area, select a newspaper or local newspaper.

If you are planning to apply for hiring subsidies from the employment authority, you must conclude the agreement on the subsidies before the start of the employment relationship.

Applying for a pay-subsidised employee

A pay subsidy is a financial subsidy that the employment officials can grant to your company for the salary costs of an unemployed jobseeker. Pay subsidies can also be granted to municipalities, joint municipal authorities, wellbeing services counties, communities and other employers.

Do this when you apply for a pay subsidy

Start the recruitment process. Local employment services can help you find a suitable person.

Once an employee meeting the criteria for pay subsidy has been found, apply for pay subsidy electronically before the start of the employment relationship through the Job Market Finland's e-services for employers and entrepreneurs.

Submit the application well before the work begins, but no earlier than one month before the work begins. The work may not begin before the pay subsidy is granted.

The employment officials will verify that the conditions for granting the subsidy are met

The employment officials will check the information related to taxation and will verify that the conditions for granting the subsidy are met, and will request additional information if necessary.

You can also submit a supplement to the application or submit an application to amend an existing decision on your own initiative.

The employment officials will make the decision

The employment officials will make a decision on the pay subsidy. The decision will be visible in the Business E-services, and the employer will also receive a notification by email. After a positive decision, the employment can begin.

Apply for payment of the subsidy

Apply for payment of the subsidy in the Business E-services  monthly for pay periods ending during the calendar month.

Submit an application for payment within three months of the end of the subsidy period.

Processing of payment applications at the KEHA Centre

The payment application is processed by the KEHA Centre, and a notification of each payment of the pay subsidy is visible in the Business E-services.

Applying for further subsidy

In some cases, it is possible to apply for a continuation of the subsidy. Employees hired with the subsidy can check their possibilities for further subsidy from the local employment officials.

When applying for a continuation, start the application process again. Submit a new pay subsidy application before the end of the current subsidy period.

Recruiting an employee from abroad

The employee must primarily be recruited from workforce already in the Finnish or EU and EEA labour market. If employees are not available in the labour market, the employee can be recruited from outside the EU and EEA. In the Economic Development Centres’ regional guidelines for the use of foreign workforce, you will find the occupational fields in which it is possible to recruit an employee without conducting a labour market test.

You can also place a vacancy in an international application process in the EU and EEA. Your job advertisement will then be transferred to the EURES portalOpens in a new window., which is a joint European meeting place for employers and applicants. The CV bank in the EURES portal also enables you to search for European employees on your own initiative. If necessary, you can get help from EURES advisers.

If you do not carry out the recruitment yourself, use only reliable services provided by actors in the field of international recruitment. This reduces the risk of exploitation and ensures that the employee does not have to pay for finding a job, among other things.

Searching for a partially disabled employee

You can search for an employee with partial work ability in the same way as any employee.

Getting started through a work try-out

A work try-out is an option if the employment authority believes that it can

  • support the jobseeker's return to the labour market, for example after an extended absence
  • determine the jobseeker's suitability for a certain field or tasks, for example due to illness or disability.

Please note that

  • a work try-out is not an employment relationship, so no salary is paid for the duration of the try-out
  • a work try-out must not replace the hiring of an employee. You can hire the work try-out participant to your company after the try-out ends.

Applying for a temporary agency worker

To get a temporary agency worker:

  1. first check whether your industry's collective agreement restricts the use of temporary agency workers
  2. contact the temporary agency of your choice
  3. tell the rental company what kind of employee you are looking for and for what kind of work you are looking an employee for.

In general, temporary agencies take care of the entire recruitment process on behalf of your company. They either rent their own employees or find an employee that meets your company's needs.

Applying for a trainee

When you want to have a trainee in your company, you can:

  • contact the career and recruitment services of educational institutions or student organisations directly
  • advertise the traineeship position through employment services
  • search for a trainee through a temporary agency
  • search for a trainee through your own networks or social media.

You can search for a trainee from abroad through organisations that organise international traineeships.
