Extracts and certificates from the Population Information System

For an acceptable purpose, you can order certificates containing personal data stored in the Population Information System.

If you have been asked to provide an extract from the population register, it might refer to a life certificate or report on family relationships. The content of the certificate depends on the purpose of use. Always ask the person requesting the certificate what information it should contain.

You can order standard certificates for yourself and your dependants, i.e. a certificate of life, a residence certificate and a birth certificate. You can also order a marriage certificate and a marital status certificate for yourself.

If you need details of family relationships, for example, for your certificate or if you order a certificate for another person, you can order a free-form certificate. For a free-form certificate, you can select more extensive information.

You can also order an EU translation form or an Apostille for the certificate.

You can order certificates in Finnish, Swedish or English. You can also order certificates in Spanish, Italian, French or German.

Petition for appeal or complaints

If your order for a certificate is incomplete or unclear, you can complete or change it. If the information you have requested for cannot be disclosed to you, the Digital and Population Data Services Agency or the State Department of Åland will issue a negative decision in writing. You can apply for an appeal or a rectification to the decision from the Digital and Population Data Services Agency. You can appeal to change the demand for rectification by appealing to the Administrative Court.

Standard certificate from the self-service

You can order standard certificates from the Certificates from the Population Information System self-service. On the front page of the service, you can see a list of the information contained in the certificate. You will need online banking codes or a Mobile ID when ordering. You can order and pay for the certificates electronically.

  • If you use the certificate in Finland, you will receive the certificate electronically immediately after payment either as a PDF file or in Suomi.fi messages.
  • If you use the certificate abroad, you will receive a paper certificate by mail.

You can order a certificate in Finnish, Swedish or English. You can also order an EU translation form and an Apostille for the certificate.

Certificate with extended information

Order a certificate via Lomake.fi if

  • you need personal and family information for your certificate (please note that the report on family relationships is ordered using a different form)
  • you order a certificate for another person.

You can also order a certificate with more extensive information by secure mail (email), by telephone, by visiting a service location or by sending a paper form to the Digital and Population Data Services Agency.

You can order the certificate in Finnish, Swedish, English, Spanish, Italian, French or German.

To whom and on what terms

If you are an adult, you can order any available certificate.

Restrictions on the use of the Certificates from the Population Information System service

  • If you live abroad permanently, you cannot order certificates from the self-service. You can order a certificate through other channels. For a certificate of life, you must visit personally either at the Finnish Embassy or at the Digital and Population Data Services Agency’s service point.
  • If you are under the age of 18, you can only order a certificate of life and residence from the Certificates from the Population Information System self-service. The certificate will only contain your current information. If you also need to include past information or need other certificates, ask your guardian to order the certificate on your behalf on the self-service or visit the Digital and Population Data Services Agency.
  • The Certificates from the Population Information System self-service is not available for persons under 15 years of age.

A fee is charged for the service.

Certificates are cheaper from Certificates from the Population Information System:

  • Electronic certificate, use in Finland €10
  • Certificate by paper mail, use abroad €14
  • Certificate and EU translation form by paper mail €24
  • Certificate and Apostille by paper mail €44

Other channels:

  • Certificate €18 (in Finnish, Swedish and English)
  • EU translation form for the certificate €10
  • Apostille for the certificate €30

Spanish, Italian, French and German certificate €60.
