Data permit applications are submitted by completing an online form in Findata’s data request management system at https://lupa.findata.csc.fi/

Data Permit Authority Findata grants permits involving secondary use of social and health register data when data is combined from registers of multiple controllers or obtained from private social welfare and health care service providers.
Data permit to access pseudonymised personal data is applicable for scientific research and statistics, for authorities’ planning and reporting duties and for preparing teaching material for the training of personnel dealing with social welfare and health care customer data and those studying to be social welfare and health care professionals.
Decision on data permit application will be made no later than three months from the date when we have received all the information required for making the decision. Application processing time may be extended for a maximum of 3 months, if processing requires exceptionally challenging consideration on a broad scale.
Data permits are granted for a fixed period of time.
