Electricity and natural gas network operators shall apply to the Energy Authority for confirmation of the terms and conditions of the transmission and connection services and the principles for determining charges for connection before they are put into service.

The requirements of the network operator's terms and conditions are laid down in section 12 of the Act on the Supervision of the Electricity and Natural Gas Market.
Conditions must be established before they are introduced.
The conditions recommended by Finnish Energy can normally be quickly established because the Energy Authority has assessed their legality in advance. It takes more time to determine the legality of the network operators' own terms and conditions and the principles of accession fees.
As a rule, the terms and conditions are confirmed as valid until further notice.
