The International Health Regulations require ships to have a valid sanitation control certificate or a ship sanitation control exemption certificate.
The inspection shall examine the sanitary measures in the ship in order to ensure the hygiene and appropriateness of the operations and to prevent the spread of various diseases. After the inspection, the ship is issued with a ship sanitation control certificate or a ship sanitation control exemption certificate.
A Finnish ship agent or the ship’s captain shall order a ship inspection from the health protection authority of the municipality in whose jurisdiction the ship is located and which has the authority to issue such certificates. The port has to be registered in the World Health Organization’s list of authorized ports that can issue certificates.
The department of environmental services of the Lappeenranta region inspects ships in Lappeenranta harbours in accordance with the WHO international health regulations (IHR) upon request by the ships.
The ships receive a certificate of the inspection and either an exemption from sanitary measures or a list of the required sanitary measures. They may also grant extensions of 30 days.

Book a ship inspection if the ship does not have a ship sanitation control certificate or a ship sanitation control exemption certificate, or if the certificate is about to expire.
Submit the inspection request to the registry of the Lappeenranta department of environmental services.
To whom and on what terms
If the trader is established in another EEA state and provides services in Finland on a temporary basis, they are required to have the same permits as the traders established in Finland.
