Audio-subtitling and subtitling services in TV programmes and video-on-demand services

Television programmes in Finnish and Swedish must be accompanied by subtitles (subtitling service) and other programmes by an explanation or service where the text of the subtitled programme is converted to voice (audio-subtitling service). Currently, this obligation applies to Yleisradio’s public interest programming (channels TV1, TV2 and Teema & Fem) as well as the channels MTV3 and Nelonen, and the corresponding programming in video-on-demand (VOD) services (Yle Areena, mtv and Ruutu).

Audio-subtitling and subtitling services are not required for live broadcasts of musical performances or sports events. For live broadcasts, subtitling may be provided in connection with repeat broadcasts and VOD services.

For the programming mentioned above, audio-subtitling and subtitling services must cover 100 per cent of programmes on Yleisradio’s channels and 75 per cent of programmes on other channels. For VOD services, the requirement is 30 per cent of programmes.

The quality of subtitling services must be high enough to ensure that subtitles are sufficiently clear and easy to understand.
