How do I apply for the Youth Employment Voucher?
The organisation applies for the Youth Employment Voucher from the employment services of Kirkkonummi, Vihti and Siuntio using an electronic online application form. The application period for the Youth Employment Voucher will open in February 2026 (a link will be provided when the application period opens).
Apply for the support before the employment contract begins and submit the application no later than two weeks before the start date.
The employment authority has allocated a separate appropriation for the Youth Employment Voucher and grants support within the limits of the available funding. Support is granted only if all eligibility criteria are met. If the criteria are met, the employment authority will conclude an agreement with the company employing the young person.
Applications for the support must be submitted by the end of November 2026. The employment relationship must begin no later than 1 January 2027.
How do I apply for payment of the Youth Employment Voucher?
Payment is applied for using a separate form, which will be sent after the agreement has been concluded.

The Youth Employment Voucher is intended for organisations engaged in economic activity. The organisation must apply for the support before the employment relationship begins. The organisation’s place of business may be located in Kirkkonummi, Vihti or Siuntio, or elsewhere in Finland.
The organisation commits to paying at least the wage specified in the applicable collective agreement for the employment relationship or, if no collective agreement applies, a customary and reasonable wage for the work concerned. If there is no collective agreement, the salary must be at least €1,463 per month for full-time work in 2026. The employment must fulfil the work requirement, in which case the salary must be at least €930 per month.
The Youth Employment Voucher is granted to the company as de minimis -aid (i.e. minor public aid, Commission Regulation (EU) 2023/2831). If a company’s de minimis aids exceed EUR 300,000 during the current and the two preceding tax years, the Youth Employment Voucher cannot be granted.
According to the policy of the Employment Services of Kirkkonummi, Vihti and Siuntio, subsidy is not granted for work based on a zero-hours contract.
Subsidy is also not granted if
• the employment relationship for which the support is intended has begun before a decision granting the support has been made.
• the wage of the subsidised employee is determined exclusively based on work performance or results.
• the employer has, within the 12 months preceding the application for the support, made redundancies for production-related or financial reasons and has not subsequently hired employees in such a way that the number of employees in employment at the time the support is granted is at least equal to the number of employees at the time of the redundancies.
• the support would distort competition in relation to other entities offering the same products or services.
• the employer has previously been granted a wage subsidy for the wage costs of the same person and less than three years have elapsed since the end of that subsidy period
• prior to the granting of the support the employer has been granted other support for the wage costs of the person to be hired with the support, to such an extent that, in the assessment of the employment authority, only a negligible amount of support could be paid under Section 93(3) of the Act on the Organisation of Employment Services.
