Applications for social assistance should be addressed to the Social Insurance Institution of Finland (Kela), which decides whether the client is eligible for basic social assistance. Wellbeing services counties are responsible for granting supplementary and preventive social assistance.

How to apply for supplementary or preventive social assistance

  1. First, apply for basic social assistance from Kela.

If you want, you can inform Kela in your application that you also wish to apply for supplementary or preventive social assistance from the wellbeing services county.

  1. Apply for supplementary or preventive social assistance either in Maisa or by filling a form at a service point.

Fill in the application carefully. Describe the purpose for which you are applying for supplementary or preventive social assistance and justify your application.

  1. Include in your application any relevant documentation related to the need for assistance, such as invoices and receipts for purchases or services for which you are requesting assistance.

If you are unsure which documents you should attach to your application, please contact the counselling service on supplementary social assistance.

  1. We will make a decision within seven working days if you have attached all the necessary documents to your application. The decision will be sent to your home address, and you can also see it in Maisa.
