Submitting monitoring data on the pricing of electricity and natural gas network services

Electricity and natural gas network activities are a monopoly subject to licensing. The network service is always the local network operator’s exclusive right and consumers cannot tender it. For this reason, the Energy Authority monitors the reasonableness of the pricing of network services (i.e. electricity transmission price) in periods of four years.

The reasonableness of the pricing of network services is monitored based on the methods for assessing reasonable pricing, which the Energy Authority confirms before the start of the monitoring period.

During the monitoring period, the operator of a distribution or transmission network must provide itemised financial statements, network structure data and financial and technical indicators.

At the end of the monitoring period, the Energy Authority issues a monitoring decision to each network operator. The monitoring decision states whether the pricing of the network service has been reasonable. If the network operator has overcharged customers for the network services, they must refund the surplus that exceeds the level of reasonable return to the customers during the next monitoring period. However, customers will not be refunded retrospectively. Instead, companies have to take the overcharged sum into account in their future pricing.

Similarly, if the network service pricing has been below the reasonable level of return, the network operator can take this into account in the pricing of the following monitoring period.

1 Authorise one or more users with the e-Authorisation to use the VATI system. The mandate can be found under the energy supply category and its name is Submitting transmission system operator's monitoring data.

2 Submit the monitoring data through the Energy Authority’s monitoring data system (VATI).

To whom and on what terms

The use of the monitoring data system requires that the operator has authorised the users of the system with the e-Authorisation.

The service is free of charge.


The network structure data must be submitted annually by the end of March. Information on the financial statements and technical indicators must be submitted by the end of May.
