Businesses shall submit a transit declaration to Customs for undeclared goods that are transported within the EU. A transit declaration must be submitted also for undeclared goods transported through Finland.
You can submit a transit declaration to Customs online either as a message declaration or via the Transit Declaration Service on Customs’ website.
If your company submits transit declarations often and the declarations concern several goods items, please submit the declarations as message declarations. For using message declarations, you need a message exchange authorisation from Customs. Information on how to apply for a message exchange authorisation is provided on the Customs website.

Submitting a transit declaration online via the Transit Declaration Service
- You can submit a transit declaration either as an unidentified or as an identified user.
- Unidentified users receive a declaration-specific reference number generated by the system.
- Identified users can also browse their earlier declarations, use previous declarations as templates for new ones and edit declarations, as long as the editing takes place before the declaration is processed at Customs.
