The client is entitled to an assessment of their service need unless the assessment is unnecessary due to the fact that, for example, their service need is temporary in nature.
In the case of persons over 75 years of age, persons with disabilities, persons who are eligible for the care allowance at the highest rate or children in need of special support, the assessment of service needs must be started no later than the seventh working day after the matter has been initiated. In these cases, the assessment should be completed no later than three weeks after the moment at which proceedings become pending. The same deadlines also apply to needs assessments for child protective services, if the need for child protection is assessed at the same time as the service needs assessment is carried out. Service needs often change over time, and they will then be assessed again.
A service needs assessment report is drawn up based on the results of the service needs assessment. The assessment of service needs is always prepared in collaboration with the client and, if necessary, their family and friends.
