The activities to be registered under the Environmental Protection Act are mentioned in its Appendix 2, such as energy production plants with a fuel efficiency of less than 50 MW, liquid fuel distribution stations, asphalt stations, dry cleaners and activities using organic solvents, as well as fixed concrete batchers and concrete product factories.
Do the following
Submit a registration notification using a sector-specific form of the environmental administration and submit it to the municipal environmental protection authority.
To whom and on what terms
If a trader has established their business in another country within the European Economic Area and intends to provide their services temporarily in Finland, the trader is subject to the same obligations as all other traders established in Finland.
Registration is not possible if:
- the activities may cause pollution of a water system or it is a project subject to a permit under the Water Act
- the channelling of sewage water might pollute a ditch, spring or streamlet as referred to in chapter 1, section 3 of the Water Act
- the activities may cause unreasonable burdens in the environment as meant in section 17 of the Act on certain adjoining properties
- the activities are part of the activities of an installation covered by the directive.
If any of the above is true, you have to apply for an environmental permit for the activities.
Deadline
The notification concerning an energy production plant must be submitted no later than 30 days before the start of the operations. For other activities, submit the notification no later than 60 days before the start of the activity.

The registration is valid until further notice.
Background information
Operators undertaking activities that affect the environment have the obligation to register their activities in the environmental protection information system. The activity can begin when the municipal environmental authority has registered the activity, or a period of 30 or 60 days have passed since the notification was submitted.
The obligation to register also applies to dry cleaners and activities that use organic solvents, as well as to concrete batching plants and concrete product plants. At the time of registration, the authority ensures that the operator complies with the relevant environmental protection requirements.
