Population Information System query interface

Apply for a data permit in e-services

1. Go to the e-services.
2. a) If you have already registered as a user of the e-service account, sign in using the email address and password you provided during registration, or through Suomi.fi e-Identification. If you do not remember your password, click the “Forgot password” link.
3. b) If you have not yet registered as a user of the e service account, click the Register button.
4. When you have signed in, select “Fill in a new application” from the top menu in e‑services.
5. Select from the tabs whether you represent the Public sector or Businesses and organisations.
6. Next, select "I would like to search the Population Information System".
7. Select "Data permit application for the Population Information System interface" from the menu that opens, and click Start.
8. Fill in the details of the application. You can submit the form for processing only once all the required fields have been completed. Check that a green symbol indicating correct completion is shown next to each field.
9. Finally, check the information you have provided and click “Send to the Digital and Population Data Services Agency”.

The implementation of the Population Information System query interface requires the organisation to use the Suomi.fi Data Exchange Layer or have a customer certificate.

Decisions on disclosing data that can be accessed using the VTJkysely interface and on the terms and conditions governing the use of the VTJkysely interface are made by the Digital and Population Data Services Agency. To start using the interface, the organisation must receive a data permit from the Digital and Population Data Services Agency, and acknowledge its commitment to the permit conditions.

The data permit specifies the products to which the permit holder may access, the purposes for which the data may be

used, and any other necessary conditions.

The application for the data permit must be submitted electronically, using the e-services of the Digital and Population Data Services Agency. Data from the Population Information System can only be disclosed if accessing the data is necessary and it is used for acceptable purposes. The type of data that can be disclosed is determined by the legislation and data protection regulations.
