In order to verify their qualification in professional pest control, the person who has completed the qualification must submit notification to Tukes. A person who has completed a special-purpose qualification in pests must also submit a notification to Tukes for the purpose of verifying the special qualification. A person meeting the qualification requirements is entered in the special qualification register for pest control operators maintained by Tukes. An operator carrying out professional pest control in biocidal products submits a notification of its business activities to Tukes.

The qualification for the use of biocidal products demonstrates the qualification of a pest control operator. The aim of the qualification is to ensure that persons professionally responsible for pest control have a command of the safe and proper handling and use of biocidal products intended for pest control. If the use of a biocidal product may cause a special risk or harm to health or the environment, when the biocidal product is approved, it may be decided to restrict the release and use of the product only to those who have completed a special qualification.

Fill in the form “Notification of a qualification in pest control” and/or “Notification of business activities in pest control”. In accordance with the Chemicals Act (599/2013), Tukes records the data and maintains pest control registers.

To whom and on what terms

The operator shall be employed on a full-time basis by a responsible person who is trained in or equivalent to a professional pest control operator and who has completed a qualification in pest control. Tukes records the operator and the responsible person in the pest control company register.

Changes to the information and changes of the responsible person or termination of operations shall be notified to Tukes. If the trader is established in another country belonging to the European Economic Area and provides its services in Finland on a temporary basis, they are required to have the same permits/notifications/registrations as the traders established in Finland.

A fee is charged for the service.


In the case of biocidal products, an operator carrying out professional pest control shall submit a notification before the start of pest control.

Processing time

Tukes will enter the information in the registers after receiving the information.

Period of validity

The qualifications must be renewed every five years.
