Permit to use and keep animals for scientific or educational purposes

The use and keeping of animals for scientific or educational purposes is strictly regulated and controlled in order to safeguard animal welfare. For this reason, the activities are subject to a permit and they are regularly supervised.

Do the following

Fill in the necessary information in the electronic form (available in Finnish and Swedish).

Provide a clear and accurate description of the activities requiring the use of animals in your organisation.

  • Specify the animal species to be used.
  • Describe the locations where animals are kept and their conditions for each species.
  • Make or obtain detailed floor plans of the animal facilities in the institution. Attach them to your application.
  • Attach the veterinary treatment plan(s) drawn up by the designated veterinarian to the application.

You need to give the following details of personnel:

  1. Person responsible for the activities
  • name
  • a report on their knowledge of both the activities and legislation.

2. Institution-specific manager(s)

  • names
  • an account of their ability to be responsible for the supervision of animal welfare and care;
  • an account on how they ensure that the personnel are sufficiently trained and competent to perform their duties.

3. A designated veterinarian who provides advice on veterinary treatment and animal welfare and care.

  • Alternatively, guidance related to welfare and care may also be provided by another sufficiently qualified and named expert if it is more appropriate due to the species of animals kept or other such reason.

4. Welfare group

  • The operator must appoint a welfare group.
  • The group includes at least

- the person or persons responsible for the institution

- the designated veterinarian or other qualified expert

- at least one representative of the research, if the operator is a user.

  • However, a welfare group is not necessary if the activities are small-scale and the operator fulfils the obligations set for the welfare group in other ways.

5. Description of other personnel related to animal keeping.

To whom and on what terms

The permit may only be granted if:

  • the applicant has access to:

- appropriate facilities, devices and equipment

- appropriate personnel

  • veterinary treatment required for the operations has been arranged in accordance with regulations
  • the other operational requirements are met.

Deadline

You must apply for the permit and receive it before launching operations.

Processing time

Before the permit can be granted, the institutions must be inspected and approved. Normal processing time varies between two weeks and three months. The processing time is determined based on the number of sites to be inspected and the need for possible additional reports.

Period of validity

The permit is granted for a fixed term and valid for 10 months.
