Payment of incentive model to strengthen cross-sectoral nature of Ohjaamo operations

Do the following

Apply for the payment of the approved grant electronically in the e-service. Log in to the service using your personal bank identification, mobile certificate, or certificate card.

Fill out the application and add the necessary attachments through the service menu. Internal instructions in the service will help you complete the application. Notifications from the service inform you about the progress of your case. By using the e-service, you can submit the application, respond to requests for additional information, complete your application, and receive decisions related to your case.

In the e-service, the application can be submitted by an authorised person. Persons without separate authorisation can act on behalf of an organisation if they have an existing mandate for transactions or a right based on register data.

The mandate theme for e-service is Applying for subsidies for employment, environment, business and transport. The mandate theme is specified by the identifier OHJAAMO.

Authorised persons act on behalf of their organisation through Suomi.fi e-Identification. The service verifies the person's right to use the service when logging in. In addition to authorisations, organisations need a Business ID to use the e-service.

Authorisation follows the instructions for Suomi.fi e-Authorizations.

To whom and on what terms

The grant recipient may be a municipality, joint municipal authority, or wellbeing services county responsible for a service that follows the core principles of Ohjaamo operations. Funding under the incentive model may be granted for a maximum of three full-time equivalents per Ohjaamo per year. It is also possible to apply for a shared full-time equivalent for regional Ohjaamo work or for joint use by multiple Ohjaamo centres.

The grant is intended for wage costs of experts in social and healthcare services or education services. The grant may only be allocated to professional groups in accordance with the ESCO classification.

The employment of a person funded through the incentive model must last at least 12 months. Grant payments may also cover employment contracts shorter than 12 months if the employment of the person funded is interrupted for reasons beyond the control of the grant recipient.

Payment of the grant is conditional on its use for the purpose stated in the grant decision and on the wage costs being in line with the grant decision. The grant may be used only for wage costs approved by the Ministry and specified in the detailed operational and funding plan.

The grant is paid against actual wage costs, up to twice a year. Payment periods are January–June and July–December. The grant is not paid in advance but against actual expenses. Payments for each half-year period must always be applied for in the following payment period.

Personnel costs funded by the grant must end by 31 December 2026. Grants are based on the actual costs of personnel employed by the municipality, including wages and statutory employer contributions.

The grant is awarded as a special discretionary government transfer under the Act on Discretionary Government Transfers. Projects with a positive grant decision for Ohjaamo operations may apply for payment of the grant. Processing of payment applications is also governed by the Ministry of Economic Affairs and Employment’s instructions.
