Notification of experimental activities in accordance with the Environmental Protection Act

You do not need an environmental permit for experimental short-term activities. Experimental activities may include changing fuel, experimenting with new replacement chemicals or using waste as a raw material.

Do the following

Contact the department of environmental services of Oulu region in advance, to find out whether you can carry out the activities on the basis of the notification or whether you need to apply for an environmental permit.

Submit the notification primarily in the environmental protection e-service. You can also submit the notification by email or post.

To whom and on what terms

If a trader has established their business in another country within the European Economic Area and intends to provide their services temporarily in Finland, the trader is subject to the same obligations as all other traders established in Finland.

In the notification, provide sufficient information to process the matter.


Deadline

The notification of experimental activities must be submitted no later than 30 days before the start of the activities.

Background information

A company or other operator undertaking experimental activities has the obligation to submit a notification of the activity at least 30 days before the activity begins. The notification must be submitted to the authority that also grants the permits related to the activity. Experimental activities are often related to the preparation of an investment in environmental protection or testing its technical implementation. It may be, for example, use of new replacement chemicals or use of waste as a raw material.

The notification must state the nature of the experimental activity, how long it will take, what raw materials will be used, what kind of emissions may be generated, what measurement methods these will require and what the impact of the experimental activities will be on the environment. The notifier must also inform the authority of the planned environmental protection measures.

If the experimental activity may cause pollution of a water body or the unreasonable stress referred to in the Act on Neighbour Relationships, an environmental permit must be applied for the activity.
